Regular Seminar on Regulation and Development of Pedicab and Horse Cart as the Consequence of Issuing Province Government Regulation Number 5 Year 2016 Regarding Traditional Transportation Modal of Pedicab and Horse Cart
Considered as non-motorized vehicle and man-powered or animal-power vehicle, traditional transportation modals are still being used by community to transport people and goods from one place to another place within road traffic space. In Special Region of Yogyakarta, the traditional transportation modals (pedicab and horse cart) are part of transportation system. It has been described in the development visions of Special Region of Yogyakarta for transportation sector; establishing sustainable and integrated transportation to support tourism, education and culture sectors and establishing Jogja Cyber Province and information society toward new civilization era to support the specialty of Special Region of Yogyakarta.
The management of traditional transportation modals in Special Region of Yogyakarta has faced several problems, such as competition with other modern transportation modals, violation toward road transport and traffic, non fulfillment of safety requirements, low speed that may generate disturbance on traffic flow, and unavailability of coaching which may increase welfare of operators.
Considering the presence of such problems, Province Government of Yogyakarta has issued Regulation Number 5 Year 2016 regarding Traditional Transportation Modal of Pedicab and Horse Cart. The issuance of the regulation is to ensure safety and smooth flow of traffic, to ensure sustainability of traditional transportation, to govern the arrangement and management of traditional transportation, and to improve welfare of operators/drivers.
Departing from these problems, PUSTRAL-UGM, as a center of studies for transportation and logistics, had organized a regular seminar on “Regulation and Development of Pedicab and Horse Cart as the Consequence of Issuing Province Government Regulation Number 5 Year 2016 Regarding Traditional Transportation Modal of Pedicab and Horse Cart.” This seminar had been organized on May 26, 2016 in PUSTRAL-UGM. The invited speaker, Harry Agustriono, The Head of Land Transportation Divison—Transportation Agency of DIY, discussed the management (operator, facility and infrastructure, safety requirements), sustainability (protection, utilization, and development), monitoring and coaching, and the role of community to preserve traditional transportation.
